Mount Vernon Department of Planning & Community Development - Mount Vernon provides low interest loans to eligible homeowners who need to make necessary improvements to their property. These loans must primarily benefit low income families. In general, the program offers two types of loans that provide property owners with financing home improvement costs. Direct loans, which are repayable in monthly installments, and deferred loans, which are generally available to senior citizens who own and occupy their home and are repayable upon sale or transfer of the property. Loans must be used for the removal of code violations, health and safety conditions and improve the propertys energy efficiency and include plumbing, electrical, heating, carpentry, windows and roofing.
